HORIZON 2020

Horizon 2020 is the EU’s biggest ever research and innovation framework programme with a seven year budget worth nearly €80 billion. Horizon 2020 is fully open to international participation in all fields and areas. Chinese Researchers, enterprises and institutions are strongly encouraged to team up with their European partners to make best use of Europe’s excellent opportunities in research and innovation. China has become one of the EU’s key international partners in research and innovation. It is now in a position to fully contribute to and benefit from Europe’s research and innovation capacity under the same conditions and financial rules for participation as their peers from other emerging economies and industrialised countries. Overall, the international cooperation strategy of Horizon 2020 offers for China a more active and balanced approach for cooperation focussed on mutual interest and common benefit.

The Horizon 2020 programme supports all types of research activities carried out by different research bodies in trans-national cooperation and aims to gain or consolidate leadership in key scientific and technology areas.
Chinese research institutions, universities and industry are invited to join research proposals under this programme.

The European Commission launched on December 11, 2013 new calls for research proposals. In the 2014 calls several topics are flagged for cooperation with China, as for example:

  • Energy

The importance of the international dimension of research and innovation, as the external dimension of a vibrant European Research Area, was explicitly recognized in the proposals for Horizon 2020.

Cooperation with China

Outline: To stimulate scientific collaboration between Flanders and China on the basis of equality and mutual benefit, the FWO has signed an agreement with the National Natural Science Foundation of China (NNSFC). This cooperation is focussed mainly on the exchange of young postdoctoral researchers and the organisation of joint seminars and conferences.

DNRF-NSFC Joint Funding Scheme

Outline: The cooperation between the DNRF and the National Natural Science Foundation of China was established in 2005 and has given rise to 10 Danish-Chinese research centers. The idea behind the programme is to establish new contact between leading researchers from China and Denmark, rather than supporting existing projects. The programme aims to launch initiatives that support cooperative efforts that result in excellent Danish-Chinese research.

International programmes for scientific cooperation (PICS)

Outline: A PICS is a joint research programme aimed at supporting joint research projects carried out by two teams, one from CNRS and one from abroad. Funding required by the cooperation to support exchanges comes from both partners. It brings together two research teams and the participation of young researchers (Ph.D.s and postdocs) is encouraged.

KNAW China Exchange Programme (CEP)

Outline: The China Exchange Programme supports cooperation between Chinese and Dutch researchers by subsidising exchanges of senior researchers and joint research projects. The programme offers grants for individual senior researchers who wish to lecture or conduct research in China. The intention of the visit should be to establish long-term cooperation in the form of a joint research project. The programme also provides financial support for Dutch universities, research institutes, laboratories, or research groups wishing to carry out a joint research project with Chinese counterparts.

Sweden

STINT Institutional Grants

Outline: The overall objective of the STINT Institutional Grants Programme is to strengthen Swedish research and higher education through international cooperation by widening the scope of exchange.

 

 RESEARCH FIELDS  The programme is open for applications within all scientific areas
 FUNDING AGENCY  Swedish Foundation for International Cooperation in Research and Higher Education (STINT)
 PARTNERS  An IGP project may include more than one Swedish and more than one foreign institution. If there is more than one Swedish or one foreign partner, a main partner should be designated as the project leader on each side.
 WHAT IS FUNDED  Joint The annual budget can be a maximum of SEK 400,000. In other words the maximum budget of a four-year project can be SEK 1.6 million, of which the budget for overheads should follow STINT’s rules. The budget may only include costs for internationalisation activities, such as short or longer stays abroad for those involved in the partnership and for organising workshops, conferences or similar to strengthen and further develop the partnership.The budget may not include salary costs. However, compensation equivalent to a salary may be granted to doctoral students and postdocs for up to six months’ stay abroad. (with own funding)

Initiation Grants

Outline: Initiation grants are given for the implementation of short-term projects targeting the building of new and strategically interesting international relationships.

 FUNDING AGENCY  Swedish Foundation for International Cooperation in Research and Higher Education (STINT)
 PARTNERS  Candidates shall be active at a university or college in Sweden and have defended their doctorates and the principal collaborating party shall be outside the EU/EEA area.
 WHAT IS FUNDED  The applied amount shall not exceed 150 000 SEK. The amount shall include overhead of maximum 17,5 per cent for projects involving foreign visitors and 2 per cent for those involving only foreign stays. Scholarships are not associated with overhead.

Switzerland

Faculty and Staff Exchange Grants, Sino-Swiss Science and Technology Cooperation (SSSTC)

Outline: The faculty exchange grants are designed to encourage dialogues between Swiss and Chinese scholars (faculty members and research staff) in all disciplines, to facilitate personal and technical development, and to promote international collaboration.

Disallowed are: (i) Expenses for the attendance of congresses, conferences, workshops or scientific sabbaticals, (ii) Salaries and insurance, (iii) Grants may not be used to cover overhead costs. Outline: The SSSTC programme encourages long term partnership and aims to provide opportunities for collaboration between Swiss and Chinese research institutions. It provides funding for Joint Research projects.

Salary level: according to SNSF   guidelines; (ii) Consumables for the proposed research – Travel expenses in connection with visits to the partner institution in China (economy class flights at the lowest possible rate); (iii) Living expenses for the Chinese visitors in   association with performing the joint research (faculty and/or students). Please refer to the “Financial Guidelines for Scientific Exchanges”. Other costs, e.g. fees for conference registration, publications, patents, etc. (max. CHF 2,000 per year) Total Swiss funding budgeted: (CHF 2.5 million, pending approval) Swiss funding will be awarded to the Swiss main applicants to cover the costs for the Swiss part of the joint projects (maximum of support: CHF 250’000 for 3 years). Institutional Partnerships, Sino-Swiss Science and Technology Cooperation (SSSTC)

Outline: Grants for Institutional Partnerships are meant to provide seed money to encourage broad-based interactions between two institutions. The goal of such interactions should be long-term collaborations in education or research. should be an instrument for initial contacts of partner institutions; research collaborations may be part of an IP project but should not be the main purpose.

Outline: Turkish EUREKA support system was designed in line with EUREKA’s main objectives and it also aims to support EUREKA projects of Turkish companies with a favorable way.

International Exchange Schemes

Outline: According to the agreement between NSFC and the British Royal Society (RS), this scheme is for scientists in the UK who want to stimulate new collaborations with leading scientists overseas through either a one-off visit or bilateral travel.
